Board Member Meeting

B   ORDER OF BUSINESS

 

1.    Review and Approve prior Meeting Minutes

Ø  Tabled.  Board awaiting final version from Secretary Tom Seeley

 

2.    Board Officer Elections for 2023

Ø  Nominated and Elected:

·         President: Wes Forshee

·         Vice-President: Rheinhold Schuetz

·         Treasurer: Denney Dawson

·         Secretary: Tom Seeley

 

3.    Review Tournament Schedule Confirmation/Contacted for 2023

Ø  Discussion and Action:  All tournament dates for 2023 have been confirmed except for the open date of August 16th.  Several golf courses were suggested by board members including Auburn, Druids Glen, Madrona, Port Ludlow, Kitsap Country Club.  It was decided to investigate the Kitsap Country Club and Madrona Golf Course.  Reinhold Schuetz and Jim Pape were asked to contact Kitsap Country Club and Madrona respectively.

 

4.    Outline Preliminary FORMAT for Golf Courses for 2023

Ø  Discussion and Action:  All tournaments scheduled with dates were confirmed and assigned a Best Ball or Scramble format.  A ‘Shambles’ format for at least one tournament at Newaukum Golf Course was approved and potentially a second one will be identified.  Golf Genius is programmed to help manage a Shambles format.

 

5.    Assign Tournament Chairs/Co-Chairs for Tournaments

Ø  Discussion and Action:  All tournaments were assigned a board member tournament chair and co-chair except for the August 16th open date.  Once a tournament has been identified a chair and co-chair will be assigned.

 

Ø  Discussion and Next Steps:

·         Tournament Chairs were tasked to continue making contact with course managers and proceed with negotiating rates etc. related to our tournaments.

Contracts and/or agreements on rates etc. have already been negotiated and finalized by Tournament Chairs for several tournaments including (Oki courses and Meadow Park).

·         Chuck Broten indicated that he’s finalizing the tournament tracking spreadsheet for the 2023 golf season for use by Tournament Chairs/Co-Chairs.  The spreadsheet was used very effectively during the 2022 golf season to track essential elements of information regarding golf course points of contact, rates, tee box assignments etc.

 

 

 

 

 

C  ON-GOING AND OLD BUSINESS

 

1.    Pace of Play – Time Clocks

Ø  Issue:  The Pace of Play at MWSGA tournaments continues to be a problem.  As a board we have adopted rule changes allowed by USGA, provided helpful guidance to players and teams but we continue to have slow play impacting the enjoyment of tournament golf.  It has also resulted in the loss of members.

Ø  Discussion:  Several members suggested at the annual meeting that MWSGA should use a time clock to document slow play and penalties assigned.  Various opinions were expressed on the effectiveness of using a time clock, including but not limited to players/teams actually using the time clock, electrical power for the time clock, weather impacting the time clock sitting out on the table and the additional time spent by board members managing a tournament that would include documenting time of rounds by teams,

Ø  Decision:  It was decided by vote that we give it a try and invest approximately up to $300 and purchase of one (1) time clock for use at tournaments in the south during the 2023 golf season.  Board members will track, document and evaluate the effectiveness of using the time clock for individual tournaments in speeding up the pace of play.

 

2.    Playing from the Forward Tees – Criteria

Ø  Issue: Overall, the policy change during the 2022 golf season allowing players/teams to play from the forward tees based on age and/or preference has been well received and successful.   However, it has been apparent that criteria on who is allowed to play from the forward tees needs to be more fully evaluated and modified if appropriate for the 2023 golf season.  Any changes should be based on the experience and comments received from members on the use of the forward tees as well as to ensure criteria is fair and appropriate for all members.

Ø  Discussion:  None

Ø  Decision:  Criteria will be taken up action at the next board meeting

 

3.    Best Ball Handicap Differential (Strokes 7, 8, 10 or Percentage 10%, 15%)

Ø  Issue:  The need to establish a fair, equitable and consistent differential for Best Ball tournaments.

Ø  Discussion:  Several options were discussed when Handicaps of partners were significant (e.g., more than 8 strokes) for Best Ball tournaments.

Ø  Decision:  A motion was passed that ‘eight (8)’ strokes will be used for all Best Ball Tournaments.

 

4.    Scramble Handicap Differential

Ø  Issue:  During the 2022 Golf Season, a handicap differential of 50%/50% was used. An evaluation is needed to ensure the most fair and equitable differential is used as well as a differential that members will understand.  Several options for Scramble tournaments are available for use in Golf Genius including the 50%/50%.  The USGA recommends the 35%/15% option. 

Ø  Discussion: The issue of reaffirming the 50%/50% Scramble differential or selecting another option was a topic on the November Board Meeting Agenda.  According to Draft minutes of the meeting the issue was not addressed. It was tabled for action at a future meeting. 

Ø  Decision:  Criteria will be taken up for action at the next board meeting.

 

5.    Application fee for 2023

Ø  Decision:  According to draft minutes of the November 2, 2022 meeting, a motion was passed to raise the Membership/Application fee from $45 to $50 to help offset increasing administrative fees

 

6.    KP Measuring Tapes

Ø  Issue:  Several of the KP measuring tapes are fairly old and made of metal that are becoming difficult to use.

Ø  Discussion:  Jim Pape has been evaluating the replacement and costs for the entire KP device or just the tapes.  It was acknowledged by the board that the tapes need to be replaced but other parts of the KP measuring devices are metal in the south and should be OK for future use.

Ø  Decision: A motion was made and passed to purchase cloth or fiber material measuring tapes (Eight units) for about $12 each and a tablet for recording the distance if needed.  It was decided that we can continue to use the existing devices associated with the measuring tapes.

 

7.    Participation Points

Ø  Issue:  Was the use and allocation of ‘Participation Points’ effective?

Ø  Discussion: No Discussion or final decision for using participation points during the 2023 golf season.

Ø  Decision: Topic will be addressed and final decision made at the next board meeting.

 

D. REPORT OF STANDING COMMITTEES

 

1.    Financial Report – Treasurer, Denney Dawson

 

As we end calendar year 2022, MWSGA is in very good financial condition.

 

MWSGA Financial Status as of 12/13/2022 has two bank accounts with Heritage Federal Bank of WA.  A checking account for association business expenses, & a savings account for tournament payouts at the end of the season.  A copy of the Financial Report is attached.

 

Upcoming Expenses in 2023:

·         Annual report & $10 to WA Secretary of State, good until 1/21/2023;

·         US PO for mail box - $100;

·         Liability Insurance for MWSGA Board 2022, to Duncan Assoc. Insurance

($50 handling fee & $980 for the insurance) - $1,230;

·         Golf Genius - $3,291.40
